The claimant, represented by her attorney at the time, had testified to being surprised by the settlement offer increase to $17,500.00 during a call that included the state mediator. She expressed concerns that she did not fully understand the settlement process and felt vulnerable, but it was found that the mediation was sufficiently explained and that she had given her attorney the authority to sign on her behalf.
